Reporter's Notebook: WWNO In Saigon ~Eve Troeh & Jesse Hardman ~We’re here in Vietnam thanks to the Solutions Journalism Network Story Fund, to look at how officials, experts and local people are planning and adapting for future flooding and water management. For our first week we’re focused on Ho Chi Minh City. Dr. Phi directs an innovative interdisciplinary center for Water and Climate Change here. He talked about the need to consider what he calls social hydrology first. The finest technical plans, and even the money to finance them, he says, are wasted if those plans don’t fit with the lives of the people in the city. And in a city like Ho Chi Minh, space is at a premium. Build a tall, sturdy floodwall, he says, and residents will move into the area surrounding it, even if you tell them that, over time, that area is more prone to flooding if the river overtops the wall.

Saints DE Akiem Hicks Powers His Way to “Superstar” Status ~Barry Hirstius, WhoDat Dish~In 2013, Hicks had a “breakout” season. He tallied 56 total tackles,
which was fifth among defensive tackles in the NFL last season — along
with 4½ sacks, good for third on the Saints behind fellow DE Cam Jordan
and OLB Junior Galette. Hicks was the benefactor in an increase of
playing time, and he took full advantage: often “blowing up” plays in
the opponent’s offensive backfield. Hicks used that raw power to become
the 15th overall rated DE in the League (according to Pro Football
Focus), and more importantly the third best overall in forcing offenses
into negative plays. That bodes well for his chance of increased
success, for the upcoming 2014 season.

An area of disturbed weather located near 10°N, 33°W at 8 am EDT Monday, about 500 miles southwest of the Cape Verde Islands, was designated Invest 93L by NHC early Monday morning. This disturbance is a more serious threat than Tropical Depression Two of last week, and has the potential to develop into a strong tropical storm before reaching the Lesser Antilles Islands on Friday or Saturday. Visible satellite loops on Monday morning showed that the disturbance had only a modest amount of spin, but infrared satellite images showed that the system's heavy thunderstorm activity had increased significantly since Sunday. Wind shear was light, 5 - 10 knots, which should aid development. Ocean temperatures were decent for development, about 27.5°C. Water vapor satellite loops showed that the atmosphere was reasonably moist in the area, though a large area of dry air lay a few hundred miles to the north. Read more.
