~Jonsson reports that six weeks ago, University of California, Berkeley, engineering professor Robert Bea received a late-night call from an anonymous plumber. According to Bea — who had formerly worked as an oil-industry executive before his present gig as an academically backed manager of engineering crises — the “mystery plumber” reached out to him because he had an idea for how to plug BP’s busted well in the Gulf. The plumber provided Bea with sketches of a containment cap that upgraded some of the design flaws in the cap the oil company deployed in its unsuccessful bid to plug the leak several weeks ago. Bea passed the plumber’s sketches on to a contact at the Coast Guard, and to a panel of experts who were evaluating proposed schemes to repair the leak submitted by the general public. Jonsson writes that when Bea first got a glimpse of the containment cap that has stopped the flow of oil into the Gulf, he noticed striking similarities to the designs dreamed up by the plumber.

~His take is that the fix took so long because it required extremely difficult engineering, taking place a mile below the surface. “They had to fully research the problem; the integrity of the remaining riser; the structural integrity of the ocean bottom above the oil deposit; and then design a structure that would be multifaceted and allow complete closure but also the ability to bleed off oil if needed.” He describes the capping as “a real plus.” He also thinks the oiling of the Louisiana coastline would have been far worse already if they hadn’t been managing the outflow of fresh water from the Mississippi River to combat it.
“But the river is now down, and the potential for serious oiling over a larger area exists. So far we have 63 miles of coastline impacted by heavy oiling."

~Oil industry expert Bob Cavnar isn't buying the official story. He told MSNBC's Keith Olbermann on Wednesday that the repeated missteps cast doubt on BP's explanation for why the cap was necessary in the first place. Cavnar believes that BP's true goal is to make it harder to measure the flow of oil from the damaged well, because under the Clean Water Act, it will be liable for civil penalties of up to $4300 for every barrel spilled.
"While they have every incentive to get the well killed, BP also has every incentive to not capture 100% of the well flow until they do," Cavnar wrote last week at Huffington Post. "As soon as they do capture all the flow, then a real, measurable number will be in front of the public, and that's the last thing BP wants, since that number will then be used to extrapolate environmental damage, hence per barrel fines that will likely run to the tens of billions anyway."

Sea turtle egg evacuations begin along oiled Gulf of Mexico~The effort began in earnest along Florida's Panhandle, with two loggerhead nests excavated. Up to 800 more nests across Alabama and Florida beaches will be dug up in the coming months in an attempt to move some 70,000 eggs to safety. La. official says BP may cut payments to 40,000~BP has decided to reduce payments to tens of thousands of people whose claim files are incomplete, the secretary of Louisiana’s Department of Children and Family Services Kristy Nichols said. “This action is irresponsible and in complete contrast to BP’s repeated promise that they will ‘make things right,”’ she wrote in a letter sent Friday to federal oil spill claims administrator Kenneth Feinberg. It was not immediately clear how severe the payment cuts would be. BP did not immediately respond to a request for comment.
