2008 was the year the Army Corps of Engineers came to small town America.
~And came, and came, and came again. It all started in December 2007, when the corps announced it coveted an unspoiled hay meadow in Conneticut. The military group hosted several meetings and press conferences in town this year and by and large dominated the media, what with newspaper and television coverage for each and every visit.
