NOIR Fest IV~Gambit~Organizational efforts in the inherently aloof realm of independent music may seem a Sisyphean enterprise, yet the New Orleans Indie Rock (NOIR) Collective has managed to make two new-music showcases into annual events: Foburg, a Frenchmen Street takeover that debuted in March with more than 80 native and visiting artists on the rise, and NOIR Fest, which focuses on a few nascent area bands lined up on the runway.
