Instead, the nation watched in horror as flooding killed more than 1,500 people from 53 different levee breaches in greater New Orleans, submerging 80 percent of the city. What happens when the Mississippi River floods next spring?
Are farmers, businesses and homeowners left only to cross their fingers when the waters rise? Didn't anyone learn any lessons from Katrina? Lack of repair and maintenance is a deadly gamble.
